Collette Valois played by Karine Vanasse on ABC's Pan Am looks super fresh with her winged eyeliner look. To achieve this look I recommend Maybelline's Lash Stiletto mascara for a simple look and Stila's All Day Waterproof Eyeliner.

Detective Kate Beckett (a.k.a Stana Katic) on ABC's Castle has gone through quite the transformation during the shows 4 seasons. She started with a much more severe look with short, pin straight hair but now has softer waves with magnificent eyeliner! I couldn't find what makeup they use exactly to achieve her look so here is my suggestion: DiorShow Mascara to separate and lengthen those lashes and Bobby Brown's Long-Wear Gel Eyeliner.
